EMPLOYMENT HISTORY (DETAILS)
May 2001- present *
Manager, Industrial RelationsI presently manage the Industrial Relations services team for the largest single employer association in Queensland. The Association represents the interests of some 9500 membership business operating throughout the State. Those businesses are geographically dispersed and responsible for the delivery of approximately $5 billion of economic activity annually.
My present role includes the delivery of overarching policy advice to the Association and its membership business, as well as hands-on leadership to the ER service team. I also hold case management responsibility for matters with industry-wide implications, such as:
* Full Bench hearings (e.g CFMEU/BLF Application pursuant to Sec 129 (IR Act 1999)
* Strategic Planning for Queensland's Building Industry EBA outcomes (2003-2005)
* Organisational Development and work practice change initiatives
* On-site dispute management/resolution
* Industrial Relations Policy Committee Coordination
* Litigation management
* Policy preparation
October 2000 - May 2001 *
Senior Adviser, Advice and Assistance GroupIn this nationally focussed role, I assisted various businesses to design, negotiate and implement individual and collective Workplace Agreements under Commonwealth legislation (AWA's). The delivery of advice on workforce consultation, productivity improvement, gain-sharing and formal assessment of AWA's against the statutorily prescribed No Disadvantage Test (NDT), all formed an integral part of this role.
The OEA is also responsible for the enforcement of the "Freedom of Assiciation" (FOA) provisions of the Workplace Relations Act 1996 (C'th). As such, during this time, I also advised workplaces on matters related to the avoidance of intimidation and harrassment. That involvement spanned the provision of pro-active advice and the investigation of alleged offences under the Act.
May 1999 to October 2000 * Principal Adviser, Employee Relations
Queensland Department of Corrections
Following a review of the Corrective Services Administration Act, the Queensland Government determined that a new Department would be formed and that the operational arm of Queensland's correctional services agency, would move to compete on a commercial footing within a broader departmental structure.
As part of that organisational restructure, my role was broadened to include the supervision of the payroll function for approximately 3000 staff.
In this role, I held responsiblity for an11 person HR team, whose principal duties invcluded:
* Industrial relations advice and intervention
* Employee performance management
* Payroll
* EEO and Anti-Discrimination
* Litigation management
* Policy preparation and dissemination
As part of a major organisational change programme, I have successfully led a small team in the completion of several enterprise bargaining agreements and commenced work upon a career path reengineering process which is closely aligned to a new strategic plan. Fundamental revision of the organisation's principal industrial award forms an integral part of this work, as does a new staff development and employee reward system. These processes involve the coordination of a multi-disciplinary project team and detailed consultation across all elements of the organization.
Sept 1997 to April 1999 -
* Senior Adviser, Human ResourcesIn late 1997, the "purchaser" and "provider" functions of the former Queensland Corrective Services Commission were separated. Queensland Corrections (a Government Owned Corporation), was formed as the Government provider of correctional services within Queensland. At the same time, the Corrective Services Commission (QCSC) was restructured to provide correctional purchasing, policy and auditing functions for the State Government. As a result, a new commercial trading focus was rapidly developed.
During this time, I successfully defended several cases before the Full Bench of the QIRC as well as managing the implementation of the organisation's first organisation-wide Enterprise Bargaining Agreement.
Nov 1995 to Sept 1997 -
* Senior Adviser, Employee RelationsQCSC employed approximately 2500 employees throughout Queensland. Those employees were deployed among 10 Jails, 3 Juvenile Detention Centres, 5 Community Corrections (parole) Regions and 30 Area Offices.
In this role, I supervised a team of 6 human resources staff who were primarily engaged in industrial relations, workers' compensation claims management, workplace health and safety, equal employment opportunity and Aboriginal employment issues. I was principally responsible for dispute resolution in a geographically disbursed and industrially active organisational environment. I also routinely represented the organisation in the QIRC over matters, which included:
* Award interpretation / Dispute Resolution
* Unfair dismissal claims
* Work Value / Work Practice Change
* Enterprise Bargaining
During this time, I negotiated an Enterprise Bargaining Agreement for three Juvenile Detention Centres as well as the implementation of a major staffing restructure. During this time, I supervised the organisation's EEO Management Plan, together with its indigenous staff networks and recruitment and retention policy.
July 1994 to present- *Part time Teacher (2 subjects)
Queensland School of
Printing and Graphic Arts
Morningside
Campus, South Bank Brisbane College of TAFE
As the result of my management training duties with an Employers' Federation, the South Bank Institute of TAFE approached me to prepare and deliver two subjects for a new Diploma programme aimed at managers within Queensland's printing and publishing industry. Since 1994, I have delivered the course content for the following subjects:
* General Law for the Printing Industry (PGA
100)
* Industrial Relations Management
(PGA 110)
During 1998, I was asked to prepare distance education materials for one of the above subjects. This work was successfully completed on schedule and has now allowed the College to extend its external studies programme.
Nov 1989 to Oct 1995-
* Assistant Manager
(Queensland Region)
Printing and Allied Trades Employers' Federation of Australia
In this role with a national employers' organisation (representing in excess of 1100 businesses), I acted on behalf of member organizations before various State and Federal Tribunals and Courts. This Queensland-based position, principally delivered Human Resource management and Employee Relations consulting services to more than 300 companies covered by approximately 30 State and Federal Awards.
I also provided the organisation's manufacturing and distribution membership with advice on legislative compliance, production bounties and market trend statistics. The position formed a point of contact between government instrumentalities, unions and member companies throughout Queensland and Northern NSW. As Assistant Regional Manager, I was also instrumental in the development of several service innovations, including a "user-friendly" wage and salary cost information service, the initiation of commercial dispute resolution procedures and the formulation of an ethical trading code for the benefit of member companies and industry clients.
